The £100 voted last year by the Legislative Council did not meet with Your Lordship's approval, and that personal allowance of £30 per annum was sanctioned. Surpatch 1:103 of 26 August, 1871.
As the Council has unanimously voted the original amount recommended, I trust that the previous decision may be reconsidered.
2. When Mr. Stewart arrived in Hong Kong in 1862, education was in its infancy. There were comparatively few Scholars in the Central School, and few really useful Schools in the outskirts of the City and in the villages.
By sustained energy, many difficulties were overcome, and by the possession of efficiency not only acknowledged by the Judges in the Colony, but thoroughly appreciated by those at the leading Ports.
3. There are now twenty-six Schools under his charge, the supervision of which, combined with the labour of teaching in the Central School, entail an amount of work which, having regard to this climate, can I think be little understood in England.
However, for more than ten years he has remained at his post.
